Paul has the most influence in Racer X, so it's definitely Paul.
For some reason, I love Racer X, not only because of the insane guitars, but also for the vocals. Just think what Racer X would be without Jeff Martin.. No Getaway, no Let the Spirit Fly, no Empty Man, no WAITING, and finally, no Britney Spears mic

"Best at" what?
In my opinion their different styles combined made Second Heat the ultimate Racer X album.

Im gonna say Bruce i mean paul is awsome dont get me wrong but bruce had something a bit differnt it might be his tone, plus i dig the scream way more than mr big, and bruce was big on sweeping which i do opposed to speed picking which i dont.
Though I remember bruce saying in that private lesson when asked about chris arvan "gess now there was a player who could replace Paul and then some"

Jamie Brown was the singer in the new Racer X around 89/90 that featured only Bruce on lead guitar (at least when I saw them). John Corabi came right after him, then Scott split to Priest, then they changed the name to Saints or Sinners, and then finally to The Scream. I believe Jamie Brown has a writing credit on The Scream album.
Anyway, he was a weak singer.

I was waiting to see if anyone knew who Jaime was... I knew JJ would if he saw this thread... Jaime was big on the strip because of the band he was in before he joined Racer X, anyone remember that band??? Racer X even played the one hit that Jaime's previous band was known for and that's when Jaime would play guitar on stage with Racer X...

I gotta give the slightest edge to Bruce. His style in solos, particularly his sweeps, sound as cool as cool can get. I wish I had a dollar for every time I had to rewind and listen to one of his licks over and over.

I think if that was the case, and everyone was included, we could buy Bill Gates

I can't vote on this one because I only know Paul's stuff after RX.
I have to listen Bruce's new release and see...
